Abidjan, 04-03-2020 (AfrikMonde.com) Dans le cadre de ses activités, l’Union des patrons de la presse en ligne de Côte d’Ivoire, a été reçue en audience par Mme LY Ramata, ministre de la Femme, de la famille et l’Enfant. Au cours de cette rencontre, Mme la ministre s’est prononcée sur la célébration de la 29 édition de la Journée internationale de la Femme, dont les festivités en Côte d’Ivoire, se dérouleront dans la commune d’Anyama. Entretien.

Mme la ministre, la Côte d’Ivoire, à l’instar des autres pays du monde, la Côte d’Ivoire célèbre la 29ème édition de la Journée internationale de la femme. Après 29 ans de célébration de cette journée, quel bilan et quelles avancées au niveau de la Côte d’Ivoire ?

Chaque année, les pays du monde entier célèbrent la Journée internationale de la Femme. L’objectif est de faire le point sur les avancées en matière de promotion des droits de la Femme sur le plan politique, économique et social. Après constat, il me semble que la femme n’a pas encore toute la place qui lui revient dans la société. Concernant la Côte d’Ivoire, par exemple au plan législatif, au plan des actions, nous pouvons dire qu’il y a des avancées. Au niveau législative, il y a beaucoup de textes notamment la participation politique de la femme, la protection des femmes contre les violences basées sur le genre, la parité dans les administrations publiques en faveur de la femme.

Aussi, le président de la république fait-il de la promotion des droits de la femme sa priorité. Pour tout dire, les préoccupations de la femme sont prises en compte dans la Constitution ivoirienne. A preuve, l’on a la loi du 14 octobre 2019 promulguée par le président de la république qui institue 30% de femmes candidates sur les listes des différents scrutins. A savoir : les locaux, les régionaux, les sénatoriaux…Ce qui est intéressant, c’est une obligation et cela sera pris en compte dans le code électoral. C’est vraiment une grande avancée. Il y a également la loi sur la filiation, la succession, le mariage, la gestion conjointe du ménage par le couple. Sur le plan économique, s’agissant de l’autonomisation de la femme, la Première Dame, Mme Dominique Ouattara a mis à la disposition des femmes un capital de plus de 12 milliards de FCFA, qui permet à plus de 200 000 femmes de sortir de la précarité et d’avoir des activités génératrices de revenus. A côté de cela, il y a également le fonds d’entreprenariat féminin au ministère des Petites et moyennes entreprise qui permet de faire des femmes, de véritables entrepreneurs.

De même, le Fonds Femmes d’un montant de 500 millions de FCFA disponible au secrétariat d’Etat du ministère de la Femme, de la Famille et de l’Enfant, vient en complément aux autres fonds pour aider les femmes. Nous avons également l’Association villageoise d’épargne et de crédit. C‘est un programme orienté vers les enfants orphelins du SIDA. C’est donc une prise en charge sociale de la femme.Parlant de la protection, Il y a beaucoup d’acquis à ce niveau. Nous avons 62 plateformes pour lutter et prévenir contre les violences basées sur le genre.

Le thème retenu cette année est «la promotion de la femme, un atout pour la paix durable en Côte d’Ivoire », comment justifiez-vous ce choix ?

Nous avons retenu ce thème à cause des élections à venir. Le président de la république, sous sa gouvernance, la Côte d’Ivoire est en paix. Ce qui lui a permis d’avoir des acquis au niveau économique, social, politique et diplomatique. Mais, il faut consolider cette paix. Il faut des élections apaisées. La femme est là, pour apaiser. Mais pour qu’elle puisse contribuer efficacement, il faut qu’elle-même soit en paix. La femme est un atout incontournable. Il faut qu’elle puisse s’exprimer librement et se prendre en charge. Si la femme a la place, qui lui est due dans la famille, il y aura moins d’enfants dans la rue, moins d’enfants dans la drogue. Je dis toujours que la famille est le levier de l’éducation. Voyez-vous, quand vous avez trop d’enfants dans la rue, vous n’avez pas la paix dans votre pays. Grâce au programme « ONU Femmes Paix et Sécurité », la Côte d’Ivoire enregistre de plus en plus de femmes dans la Police et dans la Gendarmerie. C’est aussi une grande avancée. Nous pensons que la femme doit avoir ses droits pour contribuer à la paix.

Quelles sont les innovations cette année ?

L’an dernier, c’était le numérique (Ndlr : « Le numérique, une solution pour l’autonomisation de la femme »). Cette année, par rapport au thème, nous aurons de grandes figurent, des femmes leaders qui contribuent à la paix, un village où chacune viendra présenter son savoir-faire.

Mme la ministre, pensez-vous que la mobilisation des femmes sera encore au rendez-vous cette année, à quelques jours de la célébration ?

L’indicateur même, c’est le pagne. L’usine Gonfreville n’arrive même pas à suivre la demande. Nous avons commandé 1000 pagnes. Or, l’an dernier, c’était 600 pagnes. Les responsables ont dû mettre des équipes de nuit pour pallier cette déconvenue. La physionomie de la Journée de la femme a beaucoup changé au fil du temps. Les hommes ont vraiment intégré cette Journée.

 Au fait, comment expliquez-vous la présence des hommes dans une Journée réservée aux femmes ?

Disons que c’est la sensibilisation qui a commencé à porter. Si le président de la république lui-même s’est impliqué, C’est normal que les hommes suivent également. Le président s’est engagé contre les violences faites aux femmes, contre les mariages forcés etc. Et, il a dit qu’il croit beaucoup au rôle de la femme dans la promotion de la paix en Côte d’Ivoire. C’est pourquoi, en plus des femmes, je demande à toute la population ivoirienne de se mobiliser pour donner un succès éclatant à cette célébration. Je précise que les festivités officielles auront lieu le samedi 7 mars à Anyama sous l’égide de la Première Dame Madame Dominique Ouattara, notre marraine naturelle. Je saisis cette occasion pour lui exprimer notre gratitude et lui rendre un vibrant hommage.
