Le Représentant permanent de la Côte d’Ivoire à la FAO au ban des accusés dans la mauvaise gestion du budget de la représentation #Surfacturation

26-2-2020 (AfrikMonde.com) La gestion des finances de la Représentation permanente de la Côte d’Ivoire auprès de l’Organisation des Nations Unies pour l’Alimentation et l’Agriculture (FAO), du Fonds International de Développement de l’Agriculture (FIDA), ainsi que du Programme Alimentaire Mondial (PAM) souffre d’opacité, a appris Afrik Monde. Tous les regards restent tournés vers le Représentant Permanent de l’État ivoirien auprès de ces organisations mondiales, S.E.M l’Ambassadeur Cissé Seydou, le présentant comme celui qui entretiendrait cette opacité.

A l’origine de cette grave accusation, l’achat d’un véhicule pour la Représentation Permanente, d’un montant 28 459 euros, soit environ 18 500 000 Fcfa. Un courrier entre le responsable du Service administratif et financier et le Représentant Permanent, dont copie est parvenue à Afrik Monde, a trahi le secret et a fini par mettre au grand jour le pot aux roses.

« Suite à l’engagement/mandatement de l’achat d’un véhicule d’un montant de 28.459 euros pour le compte de la Représentation Permanente, par le biais de monsieur Sourabié Seydou « Noël ». Mais, selon monsieur Sourabié Seydou et aussi les factures présentées par lui, ainsi que le document TVA, il ressort que le coût réel dudit véhicule est de 17.900 euros (environ 11 650 000 Fcfa), en lieu et place du montant  28.459 euros  engagé et viré sur le compte Bancaire : UNICREDIT   IT 77 W 02008 05001 000400987230  de monsieur Sourabié Seydou », précise ledit courrier.

Ce courrier portant la signature du SAF (Responsable du Service administratif et financier), démontre clairement qu’il y a eu une surfacturation notoire dans l’acquisition de ce véhicule au profit de la Représentation Permanente et met en évidence l’écart entre le coût réel du véhicule et le prix d’achat qui se chiffre à 10 559 euros, soit plus de 6 860 000 Fcfa empochés par le Représentant Permanent Cissé Seydou. Mieux, un message du Trésorier Payeur de la Représentation, Bini Kobenan N’Guettia, adressé au sieur Sourabié Seydou, parvenu également à Afrik Monde, finit par convaincre sur la destination finale de cette somme surfacturée dans l’achat du véhicule.

« Par message en date du 6 décembre 2019 et suite à la rencontre qui a eu lieu entre l’Ambassadeur Cissé Seydou, chef de mission, le SAF Soumahoro Ibrahima et le Payeur, il a été convenu de commun accord que le reliquat de l’acquisition du véhicule de la Représentation Permanente, d’un montant de 10 559 euros, soit reversé sur le compte de ladite institution. Vous en avez été informé par mes soins sur instruction de monsieur l’Ambassadeur. Depuis le vendredi 6 décembre je n’ai eu aucune réaction de votre part telle que : appels, message et mail. Le délai qui a été  accordé ayant expiré sans aucun signe de vie de votre part, nous nous réservons le droit de ne recevoir aucune facture de votre structure quel qu’en soit le montant. Et cela jusqu’au versement dudit reliquat. En outre en tant que Payeur je me réserve également le droit  d’informer ma hiérarchie. » Indique le message.

En plus, il convient d’ajouter plusieurs autres dépenses faramineuses, dont l’achat de rideaux pour sa résidence et plusieurs caméras de surveillance. Bref, tout un confort bien surfacturé au grand dam du chef des Services des Affaires Financières.

Le supplice du chauffeur Tanoh Raphaël. Pendant que l’Ambassadeur Cissé s’évertue à se mettre plein les poches, le chauffeur professionnel vit plutôt le supplice. Son traitement salarial n’est pas respecté, en vertu des consignes de Madame l’Ambassadeur de la Côte d’Ivoire en Italie auprès de qui il officiait avant d’atterrir à la Représentation permanente. En effet, sur la dizaine d’années passée au service de celle-ci, dans le cadre de la diplomatie ivoirienne, son ancienneté a été rabougri à seulement trois années par SEM Cissé Seydou, pour ne pas lui reversé le salaire auquel il a réellement droit.

Pis, au mois de septembre dernier, suite à un grave accident de la circulation, son salaire qui souffrait déjà de manque d’avantages liés à son ancienneté, il n’a reçu que 0 euros de salaire, sous prétexte qu’il ne venait pas au travail. Et pourtant, le chauffeur doit assurer l’existence à ses enfants qui souffrent de handicap. Évidemment, l’attitude égoïste et inhumaine a suscité de l’indignation au sein de l’ensemble des employés de la représentation.

Gestion quotidienne de la Représentation. Selon une proche de la Représentation Permanente, la scolarité des enfants du personnel souffrirait de difficulté et de retard de paiement. Ainsi, l’Ambassadeur Cissé Seydou refuserait de payer à temps la scolarité des enfants des diplomates à l’extérieur de l’établissement scolaire Saint Dominique. Cet établissement aurait menacé à plusieurs reprises de renvoyer les enfants d’expatriés ivoiriens exerçant à la Représentation Permanente de la Côte d’Ivoire près la FAO-FIDA et PAM.

Le remboursement des frais de santé serait également une autre paire de manche auquel SEM Cissé Seydou s’opposerait sans aucune forme de procédure. A cela, s’ajouterait le chantage permanent pour les frais de missions, en l’occurrence ceux du payeur et du chef du service des affaires financières. Mieux, il contraindrait le Responsable administratif et financier, Soumahoro Ibrahima et le payeur Bini, de se plier aux exigences du fournisseur Sourabié Seydou. Face à une telle situation et pour ne pas continuer de se rendre complice de la gestion opaque au niveau de la Représentation Permanente, le Responsable administratif et financier aurait même déposé sa lettre de démission pour ce 29 février 2020.
