19-11-2019 (AfrikMonde.com) Le Ministre du Commerce et de l’Industrie, Souleymane Diarrassouba, était face aux sénateurs, à qui il a présenté deux projets de loi, le lundi 18 novembre 2019, à la fondation Félix Houphouët-Boigny pour la recherche de la paix de Yamoussoukro. D’abord, avec les sénateurs membres de la Commission de la Recherche, de la Science, de la Technologie et de l’Environnement, l’émissaire du chef de l’Etat a présenté le projet de loi relatif au système national de métrologie en Côte d’Ivoire.

Dans l’exposé des motifs au niveau du premier projet de loi, le Ministre du Commerce et de l’Industrie a rappelé l’importance de la métrologie dans l’amélioration de la performance des opérateurs économiques. « La métrologie contribue à la compétitivité des entreprises en donnant la possibilité aux opérateurs économiques d’améliorer la qualité de leurs produits, à travers le respect des normes nationales et internationales », a-t-il expliqué avant d’ajouter qu’elle aide à la protection des consommateurs et à garantir aux populations des biens et services de qualité.

Ainsi, au niveau commercial, la métrologie concourt à l’amélioration des recettes fiscales, à travers la certification des poids des conteneurs pour faciliter la sécurité des ports et l’augmentation des taxes à percevoir par l’Etat. Poursuivant, l’émissaire du Président de la République a indiqué que le présent projet de loi vise à adapter la législation ivoirienne aux dispositions du règlement n°08/2014/CM/UEMOA instituant un système harmonisé de Métrologie dans les Etats membres de l’UEMOA ; assurer une meilleure mise en œuvre de la politique métrologique en Côte d’Ivoire en prenant en compte tous les aspects de la Métrologie et enfin, à intégrer la formule du Serment des agents de la structure nationale de Métrologie.

Après avoir produit la seule déclaration consécutive à l’exposé des motifs lue par le vénérable sénateur Seri Bi Guessan Privat, le groupe parlementaire du PDCI l’a pris en compte et a demandé à l’ensemble des sénateurs de la CRSTE de voter pour le projet présenté. Au terme des échanges, le projet de loi relatif au système national de métrologie en Côte d’Ivoire a été voté à l’unanimité des 15 députés présents sur les 16 que compte la Commission de la Recherche, de la Science, de la Technologie et de l’Environnement.

Ensuite, dans l’après-midi, face aux sénateurs membres de la Commission des Affaires Economiques et Financières (CAEF), le Ministre Souleymane Diarrassouba a présenté le projet de loi portant ratification de l’ordonnance n°2013-389 du 8 mai 2019 modifiant l’ordonnance n°2013 relative à la concurrence. A l’occasion, il a expliqué que la réforme vise à lutter contre la vie chère et s’inscrit dans le cadre de la mise en œuvre du programme social du Gouvernement. Mieux, il a précisé qu’elle contribuera à instaurer la libre concurrence dans les échanges commerciaux. Au terme de l’examen de l’article unique, le projet de loi a été adopté à l’unanimité des 16 membres de la CAEF.
