Cotonou/Bénin: Patrice Talon déclare la guerre au Fcfa

8-11-2019 (AfrikMonde.com) Le président béninois Patrice Talon a annoncé jeudi soir le « retrait des réserves de change du franc CFA » qui se trouvent en France et son souhait de voir rentrer au pays l’ancien président Boni Yayi, actuellement en exil.

« Nous sommes tous d’accord là-dessus, à l’unanimité, pour mettre fin à ce
modèle », a déclaré le président Talon dans une interview à la radio RFI et à la chaîne France 24, assurant que ce modèle était avant tout un « problème psychologique » et non « technique ».

« La banque centrale des pays d’Afrique de l’UMOA (Union monétaire ouest-africaine) va gérer la totalité de ces réserves de devises et va les répartir auprès des diverses banques centrales partenaires dans le monde », a assuré le chef de l’Etat béninois, déclarant que cela se ferait « très rapidement », mais sans donner de calendrier précis.

Début octobre, le ministre français des Finances, Bruno Le Maire, avait déclaré que la France était ouverte à une « réforme ambitieuse » du franc CFA. Il avait dit attendre que les 15 pays qui partagent cette devise attachée à l’euro « décident ce qu’ils souhaitent », à un moment où l’Afrique de l’Ouest envisage de créer sa propre monnaie unique.
« Nous sommes disponibles et nous sommes prêts », avait-il alors assuré, au
terme d’une réunion des ministres des Finances et des gouverneurs des pays de
la zone franc.

Etabli en 1945, une quinzaine d’année avant l’indépendance des colonies françaises, la valeur du franc CFA est aujourd’hui indexée sur l’euro (1 euro = 655,96 francs CFA) ce qui maintient les économies africaines dans la dépendance de la politique monétaire européenne, une situation régulièrement taxée de « néo-colonialisme ».

Le ministre béninois des Finances, Romuald Wadagni, avait déjà été le seul représentant africain à prendre la parole lors de la conférence de presse après la réunion au nom des pays de la zone Umoa (Union monétaire ouest-africaine), qui comprend le Bénin, le Burkina Faso, la Côte d’Ivoire, la Guinée Bissau, le Mali, le Niger, le Sénégal et le Togo.

« Nous travaillons la main dans la main avec la France », avait-il affirmé, tout en rappelant que les pays de la Communauté économique des États de l’Afrique de l’Ouest (Cédéao) – dont le Ghana – se sont mis d’accord pour l’adoption à l’horizon 2020 d’une monnaie unique – l’eco – qui sonnerait le glas du franc CFA dans cette région.

– Crise politique –

Le chef de l’Etat béninois a d’autre part fait un geste d’apaisement de la crise politique qui agite le pays depuis les élections législatives d’avril, auxquelles l’opposition n’avait pas pu présenter de listes de candidats. Patrice Talon a « souhaité » le « retour au Bénin » de l’ancien président Boni Yayi, qui se trouve actuellement en exil après que son domicile de Cotonou eut été encerclé pendant près de deux mois par les forces de l’ordre.

De par la « noblesse de sa fonction » d’ancien chef d’Etat, son adversaire politique doit faire « l’objet de traitement particulier ». « Le peuple pourrait mal le percevoir », a souligné Patrice Talon. « Boni Yayi a été impliqué dans ce qui s’est passé » lors des violences post-électorales qui ont débuté le 1er mai à Cotonou et ont fait plusieurs morts par balles, selon le chef de l’Etat, qui a ajouté lui « avoir fait comprendre ».

Plus tôt dans la journée, le président béninois, fortement critiqué pour avoir engagé un tournant autoritaire dans un pays réputé pour être un modèle démocratique en Afrique de l’Ouest, a promulgué la nouvelle Constitution, déjà approuvée à l’unanimité par le Parlement et la Cour constitutionnelle.

Parmi les réformes, on note l’impossibilité de faire « plus de deux mandats présidentiels à vie », ce qui exclut d’ores et déjà une potentielle candidature de l’ancien président Yayi (2006-2016). Le Parlement a également validé une procédure d’amnistie, qui permet de ne pas engager de poursuites contre l’ancien chef de l’Etat, ni contre les forces de l’ordre qui ont, selon le président Talon, agit pour se protéger.

Il a expliqué que les violences post-électorales étaient « une responsabilité globale » du peuple béninois, mais qu’il en était de fait « le premier à (en) tenir la responsabilité ».

Le président Talon a assuré que sa propre candidature à la présidentielle
de 2021 dépendrait de son « état d’esprit », de « l’environnement politique » et de la réforme pour « renforcer les partis politiques ».

Interrogé sur le fait que ses deux plus grands adversaires politiques de la précédente présidentielle de 2016 sont tous deux interdits de se présenter par
des décisions de justice et vivent actuellement en exil en France, le président Talon a déclaré qu’ils « devaient se tenir responsables de leurs actes ».
